fix(采购台账): 修正金额显示小数位数及界面文本错误

fix(采购台账): 修正金额显示小数位数及界面文本错误

- 统一金额显示为三位小数，包括采购台账合同金额、供应商付款台账金额及汇总计算函数
- 修正采购台账页面中“采购合同号”为“采购合同编号”
- 修正供应商付款台账页面标题及无数据提示文本
- 修复注释中的乱码字符并优化部分描述
