fix: 会议看板参与人/巡检人/班次下拉兼容历史数据

fix: 会议看板参与人/巡检人/班次下拉兼容历史数据

- 会议看板 participants 兼容普通字符串，避免 JSON.parse 抛错导致整页空白
- 设备巡检记录 inspector 统一按字符串拆分成人员标签，与定时任务的数组返回兼容
- 班次下拉把 sys_dept_id 为空或 0 的班次视为全局可用
